$3000 is A LOT for anything that leans towards being a tech fabric. I don't think even Acronym charges anywhere near that amount. 

 

Arc'teryx Veilance, and Mackintosh will fit the bill; both brands are quite versatile. Stutterheim is good too, but I wouldn't want to wear it if it wasn't raining.

I DON'T want to spend $3000 - maybe around $1000.

 

Stuttheim is nice, Mackintosh looks a bit bland for me.
