Unless ebay has changed and IIRC, he should be able to cancel and block the bidder

grubs you need to change your buyer pref on eBay so it excludes those guys

Can't block zero feedback buyers. You should be able to exclude shipping to Russia. Saying you will ship somewhere is not sufficient for saying you wont ship anywhere else on eBay...
In Europe you can choose specific countries that you will ship to.

Russia and Singapore should be removable.
You pick countries you ship to in US too. It just doesn't stop other countries from bidding, unless you exclude them.

In case it helps anybody else, the specific settings are at --
My eBay > Account > Site Preferences > Selling Preferences > Buyer Requirements > Exclude shipping locations

It does allow country-by-country exclusions. icon_gu_b_slayer[1].gif

^It does but I think more buyers adhere to the shipping information provided in the listing. if the listing does not even include international delivery information, quote etc. it should be clear i think.

the buyer then purchases at their own risk no matter how they intend to game the system, or buy without any integrity.

I believe the default ship-to is "worldwide" and anywhere you haven't specified a shipping cost to gets a message like "contact the seller for shipping costs to your location" -- lots of smaller U.S. sellers don't specify shipping to Canada and it's not always clear whether they are willing to ship here or not, which can become an issue with last-minute discoveries and bids.

I state clearly in all my listings that I do not ship outside Canada/U.S.A. and that buyers from anywhere else, even UK, should message me before bidding. Until now I wasn't actively blocking buyers based on location, though.

I wish you could specify a minimum feedback level (I'd pick 3-5) but I can see how that would discourage new users/buyers.

Is Undercover super slim? I don't even get their size #s. But I'm guessing if you're built then it wont fit you anyways.. I remember reading something that Charly doesn't fit into anything Undercover.

If it makes you feel any better, the arms almost certainly would've been too slim for you.
