I just use my normal winter coat with wool sweater and flannel shirt, long underwear under pants. Thick socks. Not that different from normally but pants slightly wider to give room for extra layers. I don't walk my dog for that long though. Just add extra long underwear and if needed base layer to torso if needed. Of course hat and gloves and stuff. Most important to walk dog though.
