Pending on value of the product the vat refund can cover shipping/proxy costs.
You have to look at the skatteverkets website, the postal works won't know.
If you are visiting in person you can get the refund, at the airport when you leave the eu.
When I pay my companies vat there's a couple folders item bought/sold in Denmark, items bought/sold outside of Denmark (eu) and one for outside the eu. I would be very surprised if it wasn't the same in the rest of Europe.
