E-bay seller messages me saying that he registered with a different e-mail than the one he uses for his PP so he can't collect. Now wants to proceed outside of the bay... what to do? I cancelled the pending payment already.

Does he want you to pay as gift? It sounds fishy, but not necessarily bad. You should definitely negotiate the price though since he might just be trying to skirt fees, since that will save him 10% in fees. A 5% discount minimum should be requested.
