It's just a sales gimmick. Has nothing to do with cheap remakes. Slap it on anything old and people instantly think it's worth more. Most of the used clothing on ebay is from thrift stores anyways.

yeah but i was under the impression that some companies remake mill surp pieces but not to the same quality as the original mill spec? could definitely be wrong, i know very little about "vintage" or "mill surp" stuff.

No, I believe you're correct in that. However, I would not take an ebay seller's assessment of an item as "vintage" to mean anything. You've got 80 characters to fill that title... that old jacket is now a "vintage military m65 jacket coat....." whatever
