I enjoy many of the fine, cheap offerings from the people at H&M, but they sell some dodgy pants. I have one pair and have handled others that are fine (cheap, obvs, but basically comfortable and pants-like), but I've gotten two pair that are just weird: thin, stiff and papery. Particularly, a pair of coated jeans that just roundly suck.
I kind of wonder how you go about making things like that. If they were thin and floppy/soft/flimsy, I'd understand. And that would be fine. But thin and stiff? That's just mean.
