The CG (like any agency that has a mission to save people from disaster) really does not care about why someone is in trouble. It just wants to help.
If we take this principle too far, we might say that anyone who uses fire (gas stove?) should have to pay the fire department if his house burns. I mean, we all do, through taxes.
Anyway, if someone is drowning, and we might be able to save them, we are going to do it, cost be damned.
