I think you are VAT exempt when you live outside the EU; therefore, depending on where outside the EU you live, shipping might be more, or less.

So, for say €500 shoes, VAT is €135; to save an €, or 2... your shipping charge, bank fee and import duty fee should be lower than 135; otherwise, you are better off buying in Budapest

Keep in mind that you can fill the VAT return form in the Vass shop, put a customs stamp when crossing a border and get your VAT back in airport or in a bank later on (with comisssion though).
