I think so, but in terms of toebox width and volume they are quite different. I just measured my Vass shoes (not boots) with leather soles, and the soles of all my 43 P2 and F's were all 12 1/8" except one was 12 1/4". Of my two 43.5 U last pairs one was 12 1/8" and one was 12 1/4". I'm not a big believer in the usefulness of sole measurements, but that's what I measured anyway.

The instep and width at the ball of the foot are similar, but P2 has a more rounded roomy/casual shape to the toe box. If you want a dressier cap toe boot, you could try 40 F with the more forgiving suede. Most do take the same size.

Thank you, if I was going for this I think I would just stick with F last & 42.5 size. I have F last boot shell on 42.5 eu & work fine. So it should work same for suede also.

I've heard this mentioned here, but when I asked Mr. Kuti about quarter sizes, he said that it was not possible.
