For oxfords, why does Vass sometimes put the half circle leather piece where the lacing meets the vamp and other times it's just the stitch? Is it just the technique of the individual making them that day? All models and materials seem to be done both ways (cough...F with just stitch in sig). Does the extra piece allow for more robust stitching, or just cosmetic?

Dunno. I have shell cordovans that have the stitch only. Perhaps some materials are too fragile or awkward to have hanging about in such small pieces.

Didn't order one as I have a racing green belt from Equus and black would work fine with this pair as well

I have cheked the racing green from Equus (I have ordered an oiled green boot from Vass).  Great choice.

If your instep isn't too high, then I'd say 41.5. Your stated sizes are the same as mine. Confused yet?

My boots are done! Custom silhouette based on the Old English II boot, but with a heel counter and u-cap. Cigar shell, partially inspired by @NAMOR's u-cap boot. Just wish they were 7" height but they're pretty damn badass as it is.

Awesome Exdeath. Hard to imagine an oxford boot looking more badass than that!
