Try Amavi Cellars syrah from Walla Walla. It'll be $25-30 but it's good, and you can find it readily in Seattle.

They have a tasting room in Woodinville:

Try the Pepper Bridge wines while there. They don't produce Syrah but make a good Merlot and blends.

Bedrock Sonoma Coast Syrah. Not sure about retail, but I paid $19 direct.

In that price range, I've enjoyed Domaine de la Terre Rouge's Tête-à-Tête. But I'm also a noob so YMMV.
