Brown Cap-Toe..can't decide between these, looking for opinions

Peal. I bought a pair at around this time last year. They're very nice and have double thick soles. Also, they're actually bals as pictured, not bluchers as the name suggests; I had to confirm it with BB before ordering and I see that they haven't corrected the info yet! Fwiw, the AE Fifth Ave is a nice punch cap.

besides that it's a good deal, the Peal is more my taste because the punched holes look bad on the cap lining of the AE Fifth Ave - if holes are your thing, buy wingtip Oxford brogues

Yes, AS on the 99 last. I've been told that rebadged Sargents made for the North American market are made on lasts adjusted for US sizing. Apparently, they don't simply just convert for sizing...

I would tell you to check the fit. I have that BB Peal shoe and it is a wide fit that doesn't work on my narrow foot. Also, it is not a very elegant looking shoe. Wore it once or twice. It sits in a box in my closet.

I have the AE Park Avenue (on the #5 last like the Fifth Avenue). It comes in narrower widths and is a much better fit. Also looks sleeker than the Peal. The quality of the AE is as good at the Peal.
