While I think that can be more generally true, I wouldn't be so hasty to think that way. I mean, I live in Texas which for half the year means light shirt and pants/shorts only but I've taken a strong interest in fashion and I don't share his feelings on women's clothes. However, I do probably have more of an interest than most in finding clothes that are more suited to the climate here, but that's a given.
Also, I think there's obviously a mixed-feeling approach when it comes to this thread. On the one hand, there's the simple appreciation of the garments/outfit. But for most of us, we are attracted to women, so that does play a role in it too, even if we're not taking a blunt approach to it. I think there's a certain allure to a girl dressing in 'different' clothing personally.
