I always lose it when I see girls like this and it happens a lot, but not as much as it should. Had an astronomy class with a girl like this, but slightly longer platinum hair and was always down with coated denim, wool coats, leathers, sneakerboots.. mm.

I think:

High waisted skirts - good
High waisted pants - bad
Boots of almost any type are hot, except combat boots and Uggs.
Knee-high or thigh-high stockings are wonderful
Loose-fitting cable-knit sweaters, especially with oversized shawl collars
Sun dresses are wonderful because of their carefree sensibility, but also because they are usually loose-fitting and move nicely, which brings me to my final point:
Anything that falls and moves naturally, and thus accentuates a woman's natural movement and shape is best.
