UV protective apparel is better than any sunscreen, and there are no skin reactions or pharmaceutical contraindications commonly associated with sunscreen lotions. Sunblock is better than sunscreen.

If your skin tans, but you are that photosensitive, it might be worthwhile seeing a dermatologist. There are a few systemic conditions that increase photosensitivity.

SPFs>30 aren't good for you because they suffocate your skin (according to a girl i know at a spa). rock a hat.

Are you on any antibiotics, especially ones for acne? If so that is probably your problem.
