scarphe - are you familiar with the RMI (revenu minimum d'insertion), which is the French example of GMI? Government does not guarantee a full-time job - it's simply a "safety net" for families who are not making up to an amount that's considered a minimum living income, even if some of the household members do receive minimum wage for their work. The Government provides the difference between the household's actual income (wages, unemployment benefits, various welfare payments) and that minimum amount (e.g. around 900 euros for a family with 2 children).
