The pace is quicker in big metropoles and people more stressed by the tube , traffic and so on...
I used to work in a hotel in Paris when I was a student and most problems they were encountering were with taxi drivers overcharging them...
Most tourist do not experience the real Paris, London or New-York...
I don't think it is Paris. I think Paris gets a bad rap as does NYC because you have people for middle america and such going there and just experiencing a large city for the first time. I don't think it is endemic to certain cities, but just the pace and culture of urban areas en generale.
