They started shutting down near the beginning of an almost two day long blizzard, sure. It's hard to say that's unreasonable. The last thing you want is a bunch of cars stuck on the road during rush hour with a foot or more of snow expected overnight. Saturday was already a disaster on the highways with semis getting stuck, can't imagine how bad it would have been if they had been trying to fish cars out of the snow all day Friday on top of it.
The city has been huge pansies about storms in the past (the school systems especially), but I can't find much fault with how they handled the blizzard. It was literally either the worst or second worst storm on record, depending where it was measured.
