Yes, and the jacket is to long, too.

I thought it was a long blazer at first, but upon closer inspection it looks like a 3/4 coat over a dark blazer, both unbuttoned.

Just how/why is the jacket too long?

Not buttoning up your jacket while standing up has got to be one of the least egregious breaking of the rules, ever.

I don't think the rule applies when you have an overcoat on. At least I never follow it when I do. I always button my jacket when standing but never when I have an overcoat on. It reduces range of motion and causes lots of problems when you have the jacket underneath wanting to be in one position and the heavier overcoat over it wanting to do something else. Leaving the bottom jacket undone allows the two to sort of move in unison.

This outfit seems to me on the dressier side of business casual.

I really like this outfit. I think the rectangularish belt buckle pushes it into awesome for me. The more rectangular a buckle is the better, I have one that I bought a year ago that's a perfect rectangle, I love it.

The sleves are a tad long. Other than that it looks fine. I don't think the combination is spectacular - but it works.

For the record, unless its a DB suit (where the button is required to complete the look, I feel more comfortable walking with my jacket unbuttoned)
