^Toronto itself kind of blows, but U of T is a very good school, so I doubt you'll be disappointed. And at least you're not going to Queen's.

Any reason why you don't like Queen's? I didn't go there but I hear it has a pretty good academic reputation.

I'd go first and get a name & contact with the dept where your program is (they usually have an undergrad person) and then I'd go to your home college and present your situation to them with the name & contact. It sounds more like they are hording the spots for people who want to be specialists/majors/etc. in there first. But your home college is there to help you (whereas the dept is trying to help itself).

I have a bit of a fever now and graduated 7 years ago but ran into the same problems switching from Computer Science all the way to Classics (with a lot in between).
