If the money is in your paypal account, they can take it. If you have a negative balance, you can't use your PP account w/o clearing the balance. You can't associate a bank account w/ multiple PP accounts.
Believe me, I ran a negative balance for a few months while disputing w/ paypal. I made a second PP account w/ a previous bank account that i stopped using. Still, it was extremely inconvenient. I ended up winning, but I was crippled in using eBay for 3 months.
