i often do floor presses because i couldn;t stop going down too far on bench presses. generally do all pressing at a slight incline and prefer dumbells with a neutral grip.

Full Range of Motion for Full Development.

Lots of people at the gym don't even go down halfway while benching so it is advised that you go ALL the way down till it touches your chest but then there are some people who cheat by bringing it ALL the way down and bouncing it off the chest. Thus it is recomended to stop it an inch or so before you reach your chest with the barbel. Maybe the foam is to prevent the bouncing?
