Need some hair advice

Hey guys I'm having some problems with my hair that I thought someone may answer on here. My problem is that my hair on the sides have been cut by clippers for most of my life and it grows outward rather than fall down. This makes it look poofy whenever it grows. It may also due to my asian genes (supposedly our hair is stiffer than caucasian). I was wondering if there's any way I can get it to go downward such as using an alternative to clippers to cut? Perhaps maybe razor cut or something? I'm getting over the whole clipper sides look since I'd like a little length on my sides. Any advice would be appreciated. Thanks!
