how far can you let out pants?

How far can you generally let out pants until it will noticeably make difference in the shape/cut of the pants. I am a 31 and the pants are 30", flat front. They fit ok but snug. I'm thinking of just letting them out ½ inch for now and seeing how they are.

No more than 2 inches. So in your case, letting out 1 inch is perfectly fine.

4-5 cm, waist alteration is hardly noticeable. There shouldn't be any problem. Taking in can be a bit more problematic on the shape of the pants though. .luc

Assuming the trousers are conventionally constructed and have the necessary inlays. Have a look inside; the inlay is the excessive fabric to either side of the back seam. This can be let out, i.e. moved to the outside. If the pants are made like jeans, then there will be no inlay. Jeans cannot be let out.
