I don't know if I would recommend running to the OP if he wants to shrink his thighs, unless there are significant fat deposits there. I run 5 days a week and have done for years, and while the rest of me is pretty skinny my thighs are not. At least mix up the cardio and work in some arms exercises so you're not just utilizing the same few muscle groups in your legs over and over.

Excerise/running all that shit is complete waste of time, and can't even gurantee spot reduction.

you probably have relatively large portruding hips,which is why you are storing fat in thigh area.Have you got the dreaded carrot look?

You really need to build your upper body,especially your shoulders and back.Its all about creating an illusion,and what you have to do is work on your taper

to lose fat - lots of cardio and sweat, you really need to put your heart in the training zone. Spin classes, running, cycling would all help. to tone up (not bulk up) - moderate weight training with more reps in each set. Spot reduction is not possible, but spot toning is. So you can probably do bench presses, pushups etc to help you bulk up a bit in the upper body after you lose the layer of fat. Exercise is only half the equation, you'd also need to eat a healthy and balanced diet that includes fat, protein, carb, sugar, meat, milk, fruits, vegetables etc. From what I gather, your body shape has a lot to do with genetics. I have the same problem as you, I have big thighs and calves and so do most of my family. p.s. I lost 11kg in the past 11 weeks and have been going to the gym for about 2 months with very good results.

you basically build muscle by training intensely,then with a combination of diet/cardio,you control how lean or big you want to get
