Newbie here. Are all Epaulet rivet chinos suppose to be hemmed? I prefer mine to be unhemmed.

He's saying he prefers to purchase pants unhemmed (generally they'll arrive with a ~37 in. inseam, with the hem being unfinished) so that they can be tailored to the perfect length.

All the Rivet Chino's come with an inseam of 36". We haven't found any of the newer fabrics to shrink much with a cold wash and hang dry. We don't do any alteration's in-store, but we can take care of it for you. PM me for details.

That's called a cuff.  The pants appear to come hemmed, but the inseam is still very long, so they can be hemmed to your correct inseam length.  Obviously, when you get them hemmed by your tailor, just request no cuff and they'll be uncuffed to the bottom of the leg.
