That episode marks the transition of Cartman from a genuinely naieve, albeit racist / misogynistic / etc. little boy to an outright "criminal mastermind". This led to the deepening of his voice, and the loss of innocense of the show.
Good observation. However, I have to say that I thoroughly enjoyed the new, asshole Cartman up until the end of season 10, when he achieved his apotheosis in 'Tsst' and the 2-parters 'Cartoon Wars' and 'Go God Go'. While the series peaked much earlier, it was solid until a couple years ago. The two most recent seasons have been serious disappointments.
