Yes, that is correct for any DAC that is not outright broken. That is also a very different claim than no sound quality differences can be heard. Some things are important, but DAC quality is not one of them.

That's much more reasonable. I have heard the difference of different CD players in the same car environment, but it might be hard to discern how much of that is due to the DAC chip quality and the overall design such as power supply, time distortion, and analog output section.
