Soft shirts?

I believe I understand the concept behind soft tailored suits. The combination of minimal padding, floating canvas, and a light lining can create a soft tailored suit. (Please correct me if I'm inaccurate here) Neapolitan shirts are often described as being soft. What does this really mean? Outside of the collar and cuff interlining that can make a shirt look stiff, are there any construction techniques used to create a soft shirt?

The interlinings are softer. They still have body and thickness but do not feel stiff.

As simple as that? Clearly I was overthinking.
