Now you know how Canadians feel. UPS and FedEx charge a "brokerage" fee in many or most cases on items from the US (I believe particularly on ground shipping). These are not government duties or taxes; they are purely profit on items coming over the border. There is a class-action lawsuit being initiated here for this.

I am assuming this is the exact same thing, happening on items coming from the UK to the US. Of course, some items will have government duties imposed. I don't know if this is the case here.

I would doubt the government would miss the charges if they applied. Hence I assume this is not a duty or tax. So use USPS/Royal Post.

I echo the sentiment. Royal Post and USPS packages are often assessed duty and/or sales tax based on the country of origin and declared value but no "brokerage."

It is a bit of a lottery with respect to what the magic value is. I suppose it depends on how busy the customs officer is on a given day. Pre-Christmas shipping seems to arrive without added duties and taxes.

Does anyone know if the Brit sellers such as Robert Old or Bodileys or Pediwear are willing to give packages the Plal treatment in terms of disclosing value, etc?

If they are willing to engage in customs fraud, a federal crime? Why don't you ask them?

You guys are lucky. In Germany every single package is held at the customs so you have to pick it up and pay taxes. I guess it's Teutonic thorougness.

I've never had an issue with any package sent in a manner that it is delivered by the USPS here. UPS, every time.

That's exactly what I'm asking, yes.

What method does Bodileys use to ship? I asked Sarah & haven't received an answer.

Bad manners.

I am always grateful if some combination of sellers' disclosure technique and sloppiness by the postal authorities lets a package through. About some things it is foolish to ask questions.

But I would NEVER ask a merchant to put himself on the line to commit fraud.

To clarify, I'm not asking them to do anything - rather, I'm asking what is their normal MO.
