I did this same search when I first moved to NYC. CEGO is the way to go. I'd advise against L&S - they have done a bad job with alterations on OTR shirts for me back in the day. I have used Carl over at CEGO in the past - he does a great job and is an honest guy. I am trying out Ascot now - not the best experience so far with fit & price is way too high for what you get. I second not using very nice/expensive fabrics with Peter for your first few suits. Now that I have sorted out my pattern with Chan, I find myself not even wearing the commissions I had made with Peter. If Peter traveled, I'm sure I would have sorted it out by now. I've used YW Custom a number of times for simple jobs (repairing hole in elbow $5, cuffs on a rain jacket - with moving of the wrist belt ~$35). She does a decent job. English is limited, but her son is usually there to help with translation. Relatively fast turn around (1 week).
I have about 10 or so shirts from Chan, in addition to a number of suits, that I have acquired over the past 2 years. I have not experienced any shrinkage (they pre wash the fabric prior to being cut). I always wash in cold water and hang dry. I find them to be of great quality.
