It's stained. You could use some sand paper on the outer rough part to lighten it some. If it's non-dyed leather then it would have darkened over time anyway.

Something oily probably dripped on it. When that happens I just scratch it out and it fades away.

All the US shops I know of either never re-stocked or stopped carrying VS completely.
