You could probably do MTM for about $800 or so. I have used LS Men's in NYC with good results.

I have cuffs only on my flannel trousers. It might seem counter-intuitive to cuff only the heavier-weight fabrics, but I think the heavier fabric pants looks better with something to anchor them

I don't really think wearing this with a black pair of pants is going to work. There is not enough contrast. Odd dinner jackets are fine in some situations, but are rarely midnight blue.
